My hoses for my Polaris cleaner keep getting coiled up and my neighbor told me that this part d20 ball bearing swivel is the issue. Are they right on this?

This very well could be the issue. These d20 ball bearing swivels help to prevent coiling of the cleaner hoses. By replacing these it may very well solve the problem.

Should the arrow on this swivel bearing be pointed towards the polaris or towards the pressure outlet?

This should be pointed at your Polaris unit-when removing old one make sure to install the new one exactly the same way. What this part does is keep your unit from tangling up.

Arrow points toward the direction of water flow. So it would appear to the pressure outlet.
