i live in a place with heavy ice and snow, is it better to have the mesh or solid cover? or is it only a matter of using a pump or not using one?

Would I be able to tie down this mesh to my anchors in my concrete deck?

They may not line up straight but you may be able to if the anchors are far enough away from the full size of the cover.

Can the straps that fit the water weights be used to tie in the anchor instead, I have 30 anchors in my concrete and need to use most of them to tie the pool down?

As long as the anchors are located further away from the longest and widest dimensions of the cover, you can use the grommets to tie off to the anchors however may not be straight. You also you will want to be careful not to cause too much tension on the grommets or could cause the cover to fail prematurely.
