Does this teflon ring sit right under the handle to support the handle when changing settings?

The washer is used primarily as a spacer. The handle would feel loose without it. If the handle is difficult to move and the gasket is in good shape, I would recommend using some non petroleum based lubricant. This should help make the diverter glide more freely.
