I cannot see where this small o-ring is used on a Anthony push-pull valve.This valve
has a 2in valve CAP 01775 attached to it. It appears that this small o-ring OD 11/16 part no 3262.08 is inserted inside what appears to be groove. I am getting leakage out of this cap coming thru the 1/2 in hole. Question is does the o-ring fit into the cap?

Yes this o-ring would go into the cap of the Anthony valve.

is this the o-ring for the bottom of the tc300 manifold.

Hi, Joseph. This o-ring does not go to the bottom manifold of the TC300 unit, p/n 17022868R according to the Jacuzzi Tri-Clops Cartridge Filter parts diagram.
