How is the drain opened & closed? Will this also work in a concrete spa?

Yes this would work in a concrete spa, you would open and close the suction of the main drain by using a Jandy Valve which you may view or purchase here http://www.inyopools.com/valves_jandy.aspx You would plumb the Jandy valve into your plumbing and by opening and closing the valve you could adjust the amount suction from the drain.

We must retrofit our pool to be compliant with the Virginia Graeme-Baker Act. Is this main drain suitable to install so I do not get fined and to keep my pool safe?

Yes , this pool main drain is VGB compliant and should be used on concrete pools with 2" plumbing. if you require a drain of this type with 1-1/2" plumbing we suggest the WG1153AVPAK2 2-Pack.
