Do you have the check valve cloth that fits the end of the air bleed tube inside the housing.

The filter is bypassing, I found cracks on the manifold which were repaired but the problem continued. I replaced the cloth filter which was broken with a piece of cloth and filtration improved. Makes sense when filters are close to plugged the pressure differential will cause a lower inside manifold pressure allowing back-flow through the air bleed.
