Hi Jim, It would depend on your desire flow. In the SP1070-SP1071 Owner's Manual, it tells you in what case you can open or close the Flo-Control Timmer Plate.

I bought a new Hayward SP1017FV float.
It came with an o-ring.
Where does the o-ring go?
Does it go between the bottom of the valve and the bottom of the skimmer?
Thanks,
JB

HI Jim, The o-ring goes into the grove of the skimmer body. You can find installation instructions in the SP1070-SP1071 Owner's Manual.

Is the O ring that goes "inside" the float valve assemble available? It looks like its about 2 3/8 in ID and 2 5/8 in OD. This "is not" the o ring that goes between the skimmer valve assembly and the skimmer body. Thank You.

Hi, Anthony. Unfortunately, it will not. You will need the Float Valve And Equalizer Kit SP1080 Series - SP1080FVEKIT.

Just what does the Float Valve for the SP 1070 do?

The float valve Fits in the bottom of the skimmer to adjust main drain and bottom drain suction. This will also help protect you against your pump running dry if your water level falls below the skimmer.
