Hi,
I am wondering if this switch can be used for both normally open and normally closed operating. I see 3 terminals so I am thinking it is.

Hello Doug. According to the manufacturer, Presair, The Presair Vacuum Switch model VM1254OE has connection terminals for Normally Open (NO), Normally Closed (NC) function, and a Common (C). VM1254OE
